CEOs for Cities is a national network of urban leaders dedicated to building and sustaining the next generation of great American cities.

Kalamazoo, Michigan, is promising free in-state public college tuition for any student who enters the Kalamazoo school system by ninth grade, regardless of income or need.   It's called the Kalamazoo Promise, and it is the latest twist on economic development strategy. 

Estimates are that the Promise will cost $3.5 million to send this year's 500 graduates to college, rising to $12 million or more over the next four years.

Already, the Promise seems to be paying off.  New home construction has spurted and so has enrollment in Kalamazoo schools.
