Based on its conversations with urban leaders in Europe and Asia, PWC found them agreeing on these challenges:

  • Intellectual and social capital - Urban leaders need to become facilitators of change and provide leadership.
  • Democratic capital - Cities need to encourage dialogue with citizens and find new forums for collaboration.
  • Cultural and leisure capital - Cities need to create and maintain a distinctive and powerful brand.
  • Environmental capital - Cities need to provide a clean, green, safe environment.
  • Technical capital - Transport and affordable housing are pressing issues.
  • Financial capital - All cities face pressure to do more with less and find new sources of revenue

The report urges urban leaders to develop "strong and interesting vision and dreams for the future" that motivate people by giving hope and belief for the future, give the organization direction, give inspiration for new challenges, provide a common description of a desirable future and provide a strategic position in marketing, communicating and branding a city.
